Non-Employee Affiliate Eligibility

Non-Employee Affiliates (e.g., volunteers, independent contractors, consultants) with active appointments in UC Path become eligible for Cal 1 Card (C1C) ID issuance via a departmental Memorandum of Understanding (MOU) agreement between the Cal 1 Card Office and their sponsoring department.

ATTENTION: Cal 1 Card eligibility for Visiting Scholars and Visiting Student Researchers is authorized via a completely separate process — the pertinent details are available here:  

This MOU agreement stipulates that Non-Employee Affiliates with the designated UC Path DeptID(s) will be eligible for Cal 1 Card ID issuance with a $35 production fee charged to the stipulated departmental chart string for each Cal 1 Card. The MOU is established so that this process does not have to be repeated for future Non-Employee Affiliates in the authorizing department that will also likely need a Cal 1 Card ID. The Affiliate Cal 1 Card is issued primarily for building card-key access purposes and does not guarantee access to any other campus services (e.g. Library, RSF, etc.).  Some of the limited services that are available may include riding the perimeter campus shuttles free of charge and being eligible to purchase daily parking passes as determined by the Parking & Transportation.

To begin the process, a departmental representative must download the Non-Employee Affiliate MOU agreement template (.doc) and customize it with the following information:

Department Name (e.g. Housing & Dining Services)
UC Path DeptID(s): (e.g. UKHDS)
Departmental chart-string
Name and Title of the departmental representative that will be providing departmental signatory approval of the MOU agreement

Once the required information has been entered on the template document, a scanned pdf e-copy of the signed MOU agreement should be sent via email to for processing.  The required system modifications to allow for Cal 1 Card issuance may take up to 5 working days to complete.
